PPROBLEM TO BE SOLVED: To provide a highly heat-insulating greening panel made of plant-originated raw material reproduced every year and reduced in air conditioning load to contribute reduction in COSB2/SBemission; and to provide a method for producing the greening panel. PSOLUTION: A greening panel base 10 includes: a laminated body 6 where a plurality of planar masses 4 each made by setting longitudinally cylindrical plant stalks 2 in the form of a reed screen are laminated on one another while sequentially changing their longitudinal directions of the plant stalks 2, and the plant stalks 2 adjacent to each other are bonded with an adhesive; and a porous sheet 8 stuck to the top surface of the laminated body 6, wherein the laminated body 6 is formed by disposing planar flat masses each obtained by pressurizing the planar mass 4 which is formed by setting the longitudinally cylindrical plant stalks 2 in the form of a reed screen, in a direction perpendicularly intersecting with its surface direction to flatten the plant stalks 2, to the top and bottom outermost layers.
