PROBLEM TO BE SOLVED: To provide a catalyst based on group VI metals and group VIII metals present at least partially in the configuration of a hetero polyanion in an oxide precursor.;SOLUTION: The catalyst contains at least one kind of VIII group element and at least molybdenum and/or tungsten. The above element is present in the catalyst in a dry state at least partially in the configuration of at least one kind of hetero polyanion in the oxide precursor used to prepare the catalyst.
