PROBLEM TO BE SOLVED: To provide a fuse region suitable for preventing any fuse which is adjacent to a blown fuse from being corroded and preventing moisture from entering any internal circuit which is adjacent to a fuse, and a manufacturing method therefor.;SOLUTION: This integrated circuit element has an integrated circuit substrate and first through fourth lower interconnections positioned on the integrated circuit substrate. The third and fourth lower interconnections are parallel to the first and second lower interconnections. A first fuse is provided on a region between the first and second lower interconnections, and is electrically connected to the first and second lower interconnections. A second fuse is provided on a region between the third and fourth lower interconnections, and is separated from the first fuse.
