PPROBLEM TO BE SOLVED: To provide: a composite membrane structure which can be manufactured at low cost, and has superior electrochemical characteristics such as power generation characteristics with a low internal resistance, and excellent hydrogen permeability; a fuel cell; and a manufacturing methods of those. PSOLUTION: The composite membrane structure consists of a hydrogen permeable metal membrane 1 and a solid electrolyte membrane 2. The solid electrolyte membrane 2 is formed by a coating method on the surface of the hydrogen permeable metal membrane 1 which is thermal oxidation treated, has a basic structure of a perovskite type oxide (ABOSB3/SB) which arranges a bivalent alkaline earth metal in A site and arranges quadrivalent cerium or quadrivalent cerium and quadrivalent zirconium in B site, is made of a composite having a crystal structure which substitutes a part of cerium (Ce) by a trivalent rare earth element, and has a single phase with a thickness of 30 m or less.
