PPROBLEM TO BE SOLVED: To provide an image processing apparatus, a monitoring center, a monitoring system, an image processing method, and an image processing program capable of decreasing a transmission data amount, providing high visibility even if an imaged image is a monochromatic image, and reducing a job load of a monitoring personnel. PSOLUTION: A shape database 1000 stores shape information wherein types of objects and shapes of objects are cross-referenced with one another, a color conversion database 2000 stores color conversion information wherein the types of objects, contrast values being averages of summated pixel values of each color in prescribed color spaces and pixel values of each color are cross-referenced with one another, a type particularizing section 121 collates a shape of an object with a shape included in monochromatic image information to particularize the type of the object, a color particularizing section 122 particularizes pixel values of each color corresponding to the type of the object and the contrast value of the monochromatic image information on the basis of the color conversion information, and a color image generating section 123 generates color image information from the monochromatic image information on the basis of the pixel values of each color.
