PPROBLEM TO BE SOLVED: To solve problems wherein a client device needs to uniquely have a program required to improve security for leakage prevention or the like of confidential information and it is difficult to grasp content of processing because processing (a security level) performed by the device cannot be confirmed. PSOLUTION: The client device 101 loads a VM (security virtual machine) file from a VM distribution server 501, interprets its deployment module, and installs and starts a VM 104. When a program 102 for accessing a file through a communication network such as a WWW browser is started, the VM 104 interposes itself between the program 102 and an operating system (OS) 110, interposes itself in the same way on an optional program started by the program 102, changes the content of a system call on file access issued by the program, into secure content such as encrypting on a communication line, and delivers it to the operating system 110.
