PPROBLEM TO BE SOLVED: To provide IC cards, which can dispense with inspection of data consistency if consistency inspection of data recorded in an IC card is unnecessary when initially issued, and IC card programs thereof. PSOLUTION: An application command provided with a function, which executes command processing without inspecting data consistency if an error detection code for data is a specified one, and inspects data consistency and then executes command processing if the error code is other than the specified one, is implemented on an IC card. If the error detection code is set to the specified one before initially issuing, data consistency inspection is not executed for command processing when initially issued, so that the time required for initially issuing can be reduced.
