PROBLEM TO BE SOLVED: To provide a transparent conductive firm which has an excellent durability when it is provided with a transparent conductive thin film, which can prevent generation of Newton's rings when it is applied on a touch panel of a conventional liquid crystal display as the transparent conductive film which has no glare in a color display even when it is applied on the touch panel of a color liquid crystal display, and which can correspond to the touch panel of all the color liquid crystal display other than a monochrome. SOLUTION: A transparent conductive thin film easy adhesion film 1 is successively provided with a transparent hard coat layer 3 which contains at least an ionizing radiation cured resin binder and a matting agent whose average grain diameter is 1-15 m, and a transparent conductive thin film easy adhesion layer 4 which contains at least the ionizing radiation cured resin binder, a thermoplastic resin binder, and the matting agent whose average grain diameter is 5-50 m, on a transparent high polymer film 2.
