PROBLEM TO BE SOLVED: To provide a boundary film scraping heat exchanger for conducting heat exchange between a heat medium and fluid.;SOLUTION: This device is provided with a heat transfer element 6 of cylindrical form formed of material of favorable heat conductivity, a rotation drive means to rotatingly drive the heat transfer element, an inner fixed blade 9 disposed in the heat transfer element to approach or slide to an inner circumferential surface of the heat transfer element to get in contact with it for scraping the boundary film, and an outer fixed blade 5 to approach or slide to an outer circumferential surface of the heat transfer element to get in contact with it for scraping the boundary film.
