PPROBLEM TO BE SOLVED: To provide a hair growth suppressing agent having excellent hair growth suppressing action, a hair growth suppressing composition and a hair growth suppressing method. PSOLUTION: A hair growth suppressing agent having excellent hair growth suppressing action can be produced by using a Sophora flavescens extract and/or a Maackia amurensis extract as active components or further using an oil-soluble extract of licorice as an additional active component. A hair growth suppressing composition is produced by using the hair growth suppressing agent.
