PPROBLEM TO BE SOLVED: To obtain a stock solution for a hair growth inhibitor having almost no skin irritation and high hair growth inhibiting effect and a hair growth inhibitor and to provide a method for producing the same. PSOLUTION: The hair growth inhibitor is obtained by mixing mixed essence of two kinds of petal essence of white chrysanthemum and seed essence of burdock as main components or mixed essence of three kinds of petal essence of white chrysanthemum, seed essence of burdock and leaf essence of peach with a diluent composed of water and/or an alcohol and adjusting the mixture to an alkali side.
