A fluid treatment apparatus (100) for treating a fluid comprises an electrochemical cell (102) having holes for fluid (124, 125) for receiving and releasing fluid, and a fluid passage connecting the holes with a dividing ion exchange membrane of water (110) exposed to the fluid in the passage. First and second electrodes (106, 108) are positioned around the membrane (11). The apparatus also comprises a controller (170) for controlling and operating a power supply (114) and valve system (118). The energy supply (114) supplies a current to the first and second electrodes (106, 108) at a current density high enough to result in bacteriostase, deactivation, or a reduction in microorganisms in the fluid. The controller (170) can also operate a set of cells to deionize fluid and regenerate the cells.
