Proton exchange membrane and membrane electrode assembly for electrochemical cell such as fuel cell are provided. Catalytically active component is disposed within the membrane electrode assembly. The catalytically active component comprises particles that contain metal oxide such as silica, metal lons or metalloids such as lons that include boron and catalyst. Also provided is a process for increasing resistance to peroxide radicals in a membrane electrode that includes the introduction of the catalytically active component described in the membrane electrode assembly.
