An eccentric rocking type gear device comprises a crank shaft (46) having eccentric portions (46a, 46b), external gears (48a, 48b) having through holes in which the eccentric portions are inserted and external teeth, an outer tube (12), and a carrier (14). The carrier 14 rotatably supports the crank shaft (46). The outer tube (12) has internal teeth (24) which mesh with the external teeth of the external gear. Also, the eccentric rocking type gear device is provided with a rotation phase matching means (58) for determining the direction of the crank shaft (46) about an axis, with reference to the direction of the outer tube (12) and the carrier (14) about an axis.
