The present invention relates to a preparation method of an LTO/AC composite material having a lithium titanium oxide (LTO) formed on the surface of activated carbon (AC), and a fabrication method of an electrochemical capacitor using the prepared LTO/AC composite material. In particular, the present invention relates to a hybrid capacitor using AC as an anode material and a composite material having LTO formed on the AC surface as a cathode material, thereby capable of implementing the physical adsorption-desorption reaction principles of ions contained in an electric double layer capacitor as well as the electrochemical reaction of lithium ions contained in the LTO material.
