Provided is a voice-connection establishment server that performs processes to establish voice connections between registered users. Said voice-connection establishment server obtains, from a user terminal device requesting establishment of a voice connection: first user identification information; second user identification information; and a request to establish a voice connection between phone devices used by said first and second users. The voice-connection establishment server then refers to a memory means, which stores user-identifying identification information and corresponding phone numbers, thereby obtaining first phone number information and second phone number information from the received first user identification information and second user identification information. On the basis of the first phone number information and second phone number information, the voice-connection establishment server uses a communication means to send call signals to the phone devices used by the first and second users. If the voice-connection establishment server receives response signals from both the first phone device and the second phone device in response to the call signals sent thereto, the voice-connection establishment server establishes a voice connection between the first phone device and the second phone device.
