The embodiments of the present invention provide a method and an apparatus for spectrum allocation in a cognitive radio network based on aggregation. The method includes: acquiring the information of available spectrum segments and the unit capacity information for secondary users on different spectrum segments, and constructing a solving matrix; calculating a reference index to which the solving matrix corresponds, determining a resource allocation vector according to the reference index, and performing resource allocation after selecting resource allocation elements from the resource allocation vector; removing the resource allocation elements which have been used in the resource allocation from the solving matrix to construct a new solving matrix, if there are remaining resource allocation elements waiting for resource allocation after the resource allocation, and continuing the resource allocation until the available spectrum resources corresponding to the information of the available spectrum segments are all allocated or all the secondary users waiting for resource allocation acquire their required spectrum resources. The present invention effectively utilizes discrete spectrum segments in a primary user network.
