PURPOSE: A device and a system for alarming apnea or hypopnea are provided to inform a protector of a dangerous situation by transmitting a specific alarm control signal to an alarm generation module in the apnea or hypopea of an infant. CONSTITUTION: An air pad(100) detects the change of the pneumatic pressure generated by the respiration of a subject. The air tube transmits the change of the pneumatic pressure detected by combining with the air pad. An apnea/hypopnea measurement module(300) changes the change of the pneumatic pressure to an electrical respiration sensing signal, filters the signal with a specific band, and determines the apnea or hypopnea based on the filtered signal. The apnea or hypopnea measurement module transmits the specific alarm control signal in the apnea or hypopnea wirelessly. An alarm generation module(400) generates the alarm by receiving the transmitted alarm control signal.
