PURPOSE: A double mode resistance measuring apparatus and method are provided to improve the reliability in the measurement result of water resistance by employing a microprocessor storing calculation program.;CONSTITUTION: A double mode resistance measuring apparatus comprises a water resistance measuring unit(130), an insulation resistance measuring unit(140), a switching unit(120), a power supply unit(110), and a display unit(150). The water resistance measuring unit measures the resistance of the water. The insulation resistance measuring unit measures the insulation resistance of an insulator. The switching unit sets one of a water resistance measurement mode and an insulator measurement mode. The power supply unit supplies power to the water resistance measuring unit and the insulation resistance measuring unit.
