PURPOSE: An uplink preamble collision preventing method using a cell identifier and an apparatus thereof are provided to avoid the parameter collision corresponding to a selected cell identifier. ;CONSTITUTION: A peripheral cell identifier(210) collects cell identifiers of peripheral cells to monitor the peripheral cells and to distinguish the peripheral cells. A mapping DB(214) stores the predetermined parameters corresponding to the predetermined cell identifiers respectively. An allocating cell identifier part(212) assigns the cell identifier which is not used by selecting the peripheral cells from the mapping DB. A parameter setting unit(216) confirm parameters corresponding to the allocated cell identifiers in the mapping DB.
