PURPOSE: An authentication and key agreement method of a mobile paying system are provided to realize a payment system which is maintained safe and secure by having a delegating authority for issuing bank payment verification to a mobile payment system. CONSTITUTION: A payer generates a payment ID to a seller of a shopping mall. A seller agrees to the payment ID which the payer sends. The payer sends the payment ID to a delegating authority for payment ID verification and an issuing bank. A mobile terminal and issuing bank generates a shared session key which will be used for encoding/decoding of a data of each session. The payer inputs all kinds of payment information.
