PURPOSE: A video test bitstream generation apparatus for efficiently increasing test coverage in a video decoder test within a limited test time is provided to generate test bitstream for a compatibility test of a video decoder without image input. CONSTITUTION: A syntax element determination unit(310) selects syntax elements for the composition of a test bitstream according to a syntax configuration path by video standards. The syntax element determination unit determines the value of the selected syntax elements within a permitted selection range. A coverage confirmation unit(320) confirms the test performance about the bitstream by the determined syntax element value. A control unit(330) resets the range of options in order to increase test coverage.
