PURPOSE: A layered Perovskite material is provided to give both strong magnetic force and dielectricity at room temperature at the same time, thereby being suitably used to various electronic devices such as a spintronic device, a high speed information storage device, a magnetic-electric sensor, a magnetic sensor, an electric sensor and the like. CONSTITUTION: The layered Perovskite material having both strong magnetic force and dielectricity at room temperature is represented by a formula: Bi4-xRxTi3O12, wherein R is a rare earth metal selected from Nd, Gd Pr, Sm, Eu, Tb, Dy, Ho, Er, La and its mixtures, and x is 0.1-3. The layered Perovskite material is represented by a formula: Bi4-xRxTi3-yTyO12, wherein T is a transition metal selected from Co, Ni, Fe, Mn, W, V, Nb, Mo, Ta, Zr and its mixtures, and y is 0.001-3.
