PURPOSE: A cobalt-phosphorus-boron/copper catalyst for generating hydrogen by the boron hydride hydrolysis, a producing method thereof, and a hydrogen generator using thereof are provided to improve the thermal efficiency of the hydrogen generator. CONSTITUTION: A cobalt-phosphorus-boron/copper catalyst for generating hydrogen by the boron hydride hydrolysis comprises the following steps: degreasing a copper thin plate, and dipping the plate into SnCl2/2H2O and PdCl2 solutions for activating before drying(S10); producing a cobalt-phosphorus solution by mixing CoCl26H2O, NaH2PO4H2O, and distilled water, and mixing the distilled water with a NaBH4 reagent to make a NaBH4 solution(S20); inserting both NaBH4 solution and cobalt-phosphorus solution into spray guns, and spraying the solutions to the copper thin plate(S30); and plasticizing the copper thin plate with an electric furnace(S40).
