PURPOSE: A method and an apparatus for controlling handover of a mobile terminal using cell load measurement and a preferred service list are provided to reduce the load and measurement time of signal quality for a frequency by performing a compression mode only for a neighbor list. CONSTITUTION: At least one frequency for the handover of a terminal is selected(500,502). The loads of at least one cell is measured(504). The cell is overlapped with a cell that manages a setup frequency of a terminal. The cell manages the frequency for the handover, and the cell having the lowest load is selected by comparing the measured loads. The list for the cells is transmitted to a terminal(506).
