PURPOSE: A double layer granular pearl powder makeup cosmetic composition is provided to relieve pearl dusting and to ensure moisturization and improved pearl expression. CONSTITUTION: A double layer granular pearl powder makeup cosmetic composition contains: a surface-processed anti-caking agent, first mixture oil binder of ester oils and silicon oils, a first pearl pigments, second oil binder of ester oils, and second pearl pigment. A method for manufacturing the double granular pearl powder make cosmetic comprises: a step of mixing the anti-caking agent and antiseptic to obtain powder partial manufactured article; a step of mixing 0.1-30 weight parts of first mixture oil binder of ester oil and silicon oil to obtain a first mixture; a step of adding first pearl pigment to the first mixture to obtain a first layer phase pigment mixture; a step of adding 25.0-45.0 weight parts of second oil binder to the pigment mixture and to form second mixture; a step of adding second pearl pigment to the second mixture to form a second phase pigment mixture; and a step of manufacturing second phase granule having 0.1-3.0 mm.
