PURPOSE: A sever for dispersing loads by dynamically creating a rule based VM(Virtual Machine) is provided to reduce manpower for managing a service by automatically subtracting the VM of the server.;CONSTITUTION: A performance parameter monitoring part(10) periodically watches a VM of a server(60) about the fixed performance parameter and offers the monitoring state. A load state judgment part(30) compares a monitoring value stored in a storage(20) and a load threshold value. A VM controller(40) receives the signal of the load state judgment part, completes the creation of the VM, and transmits a registration and seceding signal to a load distribution part(50).
