A processor comprising: a plurality of cores issuing a plurality of unsatisfied operational needs for a shared resource shared by the plurality of cores; and coordination logic connected to the plurality of cores, the coordination logic setting the shared resources for the shared resource shared by the plurality of cores based on the plurality of non-met operational requirements and further based on whether either an energy saving strategy or a high performance strategy has been identified as the most important factor to be controlled.
