The system (1) has a stationary base part (2) arranged with a limitedly rotatable swivel arm (4) to form a rotary bearing (3). A tensioning roller (8) is assigned to the swivel arm at an end side, and the rotary bearing is enclosed by a torsion spring (9), where the tensioning roller is supplied with aligned moment in operating condition. A stationarily positioned guide roller (13) and two fastening areas of the system are arranged and radially shifted to a rotation axis (12) of the swivel arm.
