The former (1) has two rotating endless sieves (4, 5) and a formation bar (19) arranged between two adjacent rails (16) of a forming suction device (14). The formation bar is pressed against the sieve (4) using selectable force (K). A ratio between an initial draining length of an initial draining area (13) formed on a forming roller (6) and a distance (A) of the formation bar from an accumulating edge (18) of a rigidly arranged rail (16.1) of the suction device receives a value in the range of 1.7 to 2.
