PROBLEM TO BE SOLVED: To provide a quantum dot structure in which quantum dots are three-dimensionally distributed uniformly and arranged periodically, and to provide a method of forming the quantum dot structure in which quantum dots are three-dimensionally distributed uniformly and can be formed periodically, and a wavelength conversion element utilizing the quantum dot structure, an optical converter and a photoelectric converter.SOLUTION: A quantum dot structure has matrix layers 18, 20, 22, and multiple crystalline quantum dots 16 provided in the matrix layers 18, 20, 22 with a space between one another. The quantum dots 16 are provided at different positions of the matrix layers in the thickness direction.
