PROBLEM TO BE SOLVED: To provide a digital watermark embedding device which can configure a system that detects an illegal copy of a content at high speed and eliminate the illegal copy efficiently by taking advantage of the digital watermarking, and a system that identifies a program or broadcast material effectively in a broadcasting station, and to provide a digital watermark embedding program, a digital watermark detector and a digital watermark detection program.SOLUTION: A digital watermark embedding device 1 comprises embed unit specification means 9 for specifying a pixel block unit corresponding to the digital watermark 1 bit becoming an embed unit in a frame image, digital watermark embedding means 20 for embedding a digital watermark, including one or more types of basic identification information configured in a predetermined number of pixel block units, in a frame image, and region division means 10 for dividing the frame image into multiple embedding regions. The digital watermark embedding means 20 is provided, for each multiple embedding regions, with a basic identification information embedding part 201 where the basic identification information is embedded at least once.
