PPROBLEM TO BE SOLVED: To provide a system, a processing method and a program capable of acquiring a technical term extraction rule which is high in reliability. PSOLUTION: A personal computer PC 100 includes a first language extraction rule candidate generation unit 30 generating a candidate for a technical term extraction rule in a first language on the basis of technical terms registered in a technical term dictionary in the first language and a document in the first language; an extraction rule candidate translation unit 50 translating the candidate for the technical term extraction rule in the first language into a candidate for a technical term extraction rule in a second language on the basis of an interlingual dictionary between the first and the second languages; and an extraction rule specification unit 80 specifying the candidate for the extraction rule in the first language corresponding to one of the candidates for the extraction rule in the second language as the technical term extraction rule in the first language on the basis of the technical terms registered in a technical term dictionary in the second language and a document in the second language.
