An efficient selection of a combination of optimal countermeasures for making restoration time of a project shorter than a target value. To realize this, a countermeasure selection device (100) includes a countermeasure candidate selection part (141) for calculating an evaluation value indicating degrees of effects of respective countermeasures to select candidates of the countermeasure to be taken based on countermeasure data or the like in which a resource included in the project, countermeasures to be taken for the resource, and information indicating the length of restoration time of the resource when the countermeasure is taken are defined, and an optimal countermeasure selection part (145) for selecting the countermeasure to be taken among the candidates selected by the countermeasure candidate selection part (141) based on the number of the same countermeasures included in the candidates selected by the part (141) and the evaluation value.
