PPROBLEM TO BE SOLVED: To provide a refuge action prediction system that can predict and represent refuge actions among a plurality of buildings on a block level in case of a disaster, and a refuge action predicting method. PSOLUTION: A data input section 7 inputs "tsunami scenario data" 2, "time data" 3, "tsunami data" 4, "space data" 5, and "human data" 6. A control unit 10 comprises a "time data storage section" 11, a "tsunami data storage section" 12, a "space data storage section" 13, a "human data storage section" 14, an "refugee action position calculating section" 15, and an "image display section" 16. The "refugee action position calculating section" 15 calculates the position of one refugee after a next time step from the "time data" 3, "tsunami data" 4, "space data" 5, and "human data" 6, and outputs output data 18 and a data file 19 to a data output section 17.
