PROBLEM TO BE SOLVED: To provide an evacuation action prediction system taking account of relation among a plurality of evacuees.SOLUTION: The evacuation action prediction system can execute: evacuee position calculation processing that calculates position information of a certain evacuee for each time step such that the certain evacuee heads for a target evacuation place set to the certain evacuee on the basis of space data and human data; group integration processing that, on condition that evacuees belonging to a common belonging group enter a searchable range, with one evacuee defined as a reference point in the evacuee position calculation processing, integrates the evacuees to a group having a common target evacuation place; and group position calculation processing that calculates position information of a certain group for each time step such that the certain group heads for the target evacuation place set to the certain group on the basis of the space data and the human data.
