PPROBLEM TO BE SOLVED: To prevent, in translation using a bilingual database, a situation in which a bilingual pair is used from being not matched to a translation object sentence. PSOLUTION: A sentence division part 24 divides, with respect to an original document of a first language and a translation document of a second language of data of a bilingual document stored in a storage device 22 through an input processing part 23, each document into sentence units. A sentence association part 27 associates an original and a translation divided in sentence units to each other as a bilingual pair, an original/translation correspondence analysis part 28 analyzes, with respect to the bilingual pair, correspondence between words constituting the original and the translation, and a translation additive information detection part 29 detects additive information which is present in the translation but not in the original in the bilingual pair. A substituted translation generation part 30 substitutes a corresponding part of the translation in which presence of the additive information is detected by a translation faithful to the original to generate an additive translation, and stores the translation as a biligual pair to the bilingual database.
