PROBLEM TO BE SOLVED: To provide a paginal translation dictionary creation device capable of creating a precise paginal translation dictionary covering a word of low frequency of appearance, a method of creating the same, and a program.SOLUTION: A paginal translation dictionary creation device and a paginal translation dictionary creation method include the steps of: reading a plurality of corresponding sentences from a paginal translation corpus (S11), extracting a term from the plurality of corresponding sentences (S12); and when the extracted term is a term other than a term constituting a term pair registered in a term pair table, selecting the term as a new term (S13). The device and the method also include the steps of: acquiring the new term pair as a term pair candidate based on matching of the plurality of corresponding sentences (S14); and outputting the new term pair constituting the term pair candidate as a paginal translation dictionary according to frequency of appearance of the term pair candidate (S16). In the step of acquisition, order of the plurality of corresponding sentences is randomly changed and the matching is performed repeatedly.SELECTED DRAWING: Figure 6
