PPROBLEM TO BE SOLVED: To set highly accurately a target performance of steering stability of a developed car in a design study step, on condition that a stable steering performance of the developed car is not widely different from the target performance. A complex C, C temporary characteristic value setting processing part 12 sets a temporary characteristic value of the complex C, C based on a temporary setting parameter and the vehicle data of the developed car. A normal temporary characteristic value setting processing part 14 corrects the temporary characteristic value of the complex C, C by a correction value calculated from a difference between an estimated value acquired from a test result of a base car which is a base of the developed car and a design value, and sets a normal temporary characteristic value. An analysis processing part 15 compares a target characteristic value of the complex C, C with the normal temporary characteristic value, and analyzes whether the normal temporary characteristic value is within a tolerance or not relative to the target characteristic value of the complex C, C.
