The invention, comprising a process for converting mixed municipal and selected commercial waste into a supplementary, odourless, higher-calorific -value-fuel and a pair of rotary bio-dryers, works on the principle of aerobic decomposition of the shredded waste under 45 deg. C to 55 degree C controlled temperature for 24 hours, followed by higher 90 degree C temperature drying for a further 24 hours period. The forty-hours aggregate processing time yields higher calorific-value-fuel, for use in cement plants without generating odourous methane gas.
