1. Apparatus cutter blocks, namely a cutting apparatus photopolymer printing plates belonging to the type of cutting devices for sheet items being operative according to the principle of the scissors are provided with a fixed straight horizontal blade acting counter a circular knife movable, of which the circular blade is rotatable about a fixed pivot to a carriage which is movable on a horizontal rail, being this circular blade applied by the plane of its cutting edge against the flat edge of the fixed blade acting counter, both contained in the same vertical plane, which is perpendicular to the flat surface of the sheet to be cut so that the cuts of the ends of the plate are straight and the edges thereof are formed as dihedrals straight, characterized in that is constituted by the association of a movable cutter element circular blade, which is slides nte to lolargo of a rail and a fixed element rectilinear counterblade, which is parallel to said rail, which are permanently arranged with partial and successive mutual surfaces in sliding contact, which surfaces are contained in a common plane inclined at an angle acute with respect to the plane of the seat surface of the plate of the plate to be cut at their ends, which determines the value of the resulting dihedral cutting simple bevel made at the ends of the plate of the plate by the relative displacement of the elements . 2. Apparatus cutter blocks, according to claim 3, wherein the movable cutter blade circular element is rotatably mounted on a carriage which is slidably mounted nonrotatably on a rail and is displaceable along thereof, so that the active face of the rotating disk, which constitutes the movable cutter element remains firmly applied against the active face of the fixed counterknife element. 6. Apparatus cutter blocks, according to claim 5, characterized in that the rail is constituted by a bar of polygonal section. 7. Apparatus cutter blocks, according to claim 5, characterized in that the rail is constituted by a pair of cylindrical bars arranged in parallel. 8. Apparatus cutter blocks, according to claim 3, wherein the ends of the fixed element rail counterblade and are related to respective fixed support bodies thereof secured to a seat base plate of the plate. 9. Apparatus cutter blocks, according to claim 3, characterized in that the two supporting bodies of the fixed element rail counterblade and form the ends of a support body in which are engaged the ends of the counterblade and said rail, while supporting, in its entirety, to the counter and keeps track suspended with freedom of movement for the sliding carriage. 10. Apparatus cutter blocks, according to claim 3, wherein the rotating disk mobile circular blade element is associated with a resilient platen which presses on the plate of the plate and the rotating disc accompanying the travel thereof. 11. Apparatus cutter blocks, according to claim 3, characterized in that the cut mobile circular blade mounted on the movable carriage is housed in a protective casing, which is capable of being provided with a handle.
