The present invention relates to a toilet seat cleaning device, and a toilet seat cleaning method and a toilet using the same, in which the surface of a toilet seat is cleaned so that a user can use a clean toilet. To this end, the invention provides a toilet seat cleaning device, and a toilet seat cleaning method and a toilet using the same, comprising: a storage container in which lavation for cleaning a toilet seat is accommodated; a heating unit which rapidly heats the lavation, and converts the heated lavation into steam; a steam spray unit which sprays the steam discharged from the heating unit onto the toilet seat; a flow adjustment unit which supplies the lavation to the heating unit at a regular flow rate; a pump unit which supplies the lavation to the flow adjustment unit from the storage container; and a bypass unit which bypasses the lavation from the flow adjustment unit and guides the lavation to the storage container, if pressure applied to the flow adjustment unit exceeds the set pressure of a preset high voltage, thereby supplying the lavation to the heating unit in a high-voltage state by allowing the set pressure to be applied to the flow adjustment unit.
