PURPOSE: A blue phosphorescent material is provided to improve the efficiency of an electroluminescent layer, because of having triplet energy of 2.8 eV or higher, thereby providing an organic electroluminescent device with low driving voltage and high luminescent efficiency. CONSTITUTION: A blue phosphorescent material is in chemical formula 1. In chemical formula 1, Ar is selected from substituted or unsubstituted heterocyclic compound of C5 or less, substituted or unsubstituted aromatic compound of C6 or less. X is one selected from H, F, Cl, C1-20 aliphatic compound, aromatic compound, alkyl silyl compound, aryl silyl compound, alkoxy compound, aryl oxy compound, alkyl phosphoryl, aryl phosphoryl, alkyl sulfuryl, and aryl sulfurly group. An organic electroluminescent device comprises a first electrode, a second electrode facing the first electrode, and an electroluminescent material layer between the first and the second electrode. The electroluminescent layer comprises the blue phosphorescent material.
