PURPOSE: A base station and a method for operating the base station are provided to dynamically vary low-duty cycles according to the amount of traffics.;CONSTITUTION: The amount of traffics is measured in a downlink buffer. The measured amount of the traffics is compared to a threshold value. Based on the comparison result, a first rate between an active section and an inactive section is adjusted. If the measured amount of the traffics is higher than the threshold value, a second rate of the amount of the traffics with respect to the threshold value is determined.
