PURPOSE: A silver-photo catalyst-carbon nano-fiber complex, a method for manufacturing the complex, and a filter including the complex are provided to increase the supporting amount of organic materials by expanding the surface area of a silver-photo catalyst-carbon nano-fiber complex. CONSTITUTION: A silver-photo catalyst-carbon nano-fiber complex includes silver. The silver is arranged on the surface of the complex based on the form of a face-centered cubic structure. The size of the silver is in a range between 6 and 18nm. The photo catalyst in the complex is one selected from a group including ZnO, WO_3, SnO_2, ZrO_2, and TiO_2. The composition ratio of metal atoms and the silver in the photo catalyst is 1:1.8-2.1. A method for manufacturing the complex includes the following: a carbon nano-fiber precursor material and a photo catalyst precursor material are dissolved to prepare a photo catalyst containing spinning solution; the spinning solution is electro-spun to prepare photo catalyst containing precursor fiber; the precursor fiber is stabilized at a temperature between 200 and 300 degrees Celsius to prepare photo catalyst containing anti-chlorination fiber; a silver precursor material-dissolved silver solution is prepared; silver particles are coated on the anti-chlorination fiber; and the coated anti-chlorination fiber is dried and carbonized.
