PURPOSE: An apparatus and method for channel encoding and decoding in a communication and broadcasting system using low-density parity-check codes are provided to establish the communication and broadcasting system resistant to errors by using a LDPC(Low Density Parity Check) code.;CONSTITUTION: A control part(701) initializes parity bits.
