The device has a rotational speed calculating unit calculating engine speed at a time when an engine (21) of a vehicle is started by a starter (10). A start number calculation unit computes a weighted number of points of time of the starting by weight of the number of points of time of the starting of the engine in dependence of load. A weighting factor-calculation unit is computed by a weighting factor, and a stop controlling unit restricts an automatic stop of the engine based on the points of time of the starting of the engine, which is computed by the start number calculation unit.
