A direct distribution device (11) directly distributes fluid to the hydraulic power cylinder to obtain steering of fly-wheels without intervention of the valve controlled by actuation of the fly-wheels. Distributors comprise a neutral position in which the hydraulic power cylinder functions under an effect of the valve controlled by the fly-wheels.
