PROBLEM TO BE SOLVED: To solve the problem that it is difficult to select a decentralized processing device specifying method different in occurrence frequency of event data, update frequency of event conditions, etc., and suitable to respective use cases.;SOLUTION: A plurality of device specifying functions returning a key value of a specific key space for a given argument are held, a dispersion of key values for a plurality of specific arguments is calculated for each device specifying function, and the degree of dispersion of the device specifying functions is calculated based upon the calculated dispersion.
