PROBLEM TO BE SOLVED: To provide an image forming apparatus for performing flexible license management when using a program, and to provide a license management method and a license management program.SOLUTION: An image forming apparatus capable of adding a program comprises start determining means for performing permission/prohibition determination of start of the program, by receiving use permission data associated with specific program identification information for each program and with specific apparatus identification information for each image forming apparatus via a network, and by comparing the program identification information and the apparatus identification information with which the use permission data is associated, with the program identification information of the program and the apparatus identification information of the image forming apparatus.
